I'm not saying this is THE SOLUTION, but as a Dad who has a son finishing up his 1st year at a good university, reading to them everyday from the time they're tiny, until they start picking books to read on their own helps. And it's fun as a grownup, reading children's books. Going to the library with your kid is a free activity to do with them, and it's good wholesome fun.

Adults don’t read. I work retail, and customers don’t read. They don’t read the sale signs, they don’t read the aisle markers. Worse, they think they read the signs but somehow understood nothing. Also, most have a terrible attitude and don’t want to listen when you try to tell them, explain or even teach something for a future shopping experience.
