When the pardon power was established, it was never expected that an active criminal would even be elected president. It was never imagined that an entire party would casually close their eyes & ears to mass corruption by a president. That's one reason for the 25th amendment, and impeachment itself, along with other Congressional checks and balances in our Constitution, to eliminate the possibility of a president becoming a dictator or turning America into a criminal enterprise. BUT, the founders never foresaw a "Donald Trump" in the presidency's future. They never foresaw a Republican party in Congress that just rolled over and gave up their power to a madman. They thought voters would have better sense and they thought elected leaders would have higher ethics and morals. Turns out they were wrong.
