Let's get this straight....what I'm hearing is that a city who argued to replace cops with counselors NOW don't think counseling is an option. Smh
The kids are out of control because the parents are out of control, it's about good parenting, good luck !

At 1 AM in the morning, the only "safe places" for teen takeover kids is already free and immediately accessible. That safe place would be at home and asleep in bed.
Back in the day if you said I don’t have anything to do, your parents would say, “GO READ A BOOK!!”
Children of all ages should be under adult supervision at late evening hours. Definitely not in roving packs of children unaccompanied by adults. Why on earth would you let your teenager roam Chicago like a wild animal? they're going to get arrested or killed.
