Most underrated Prez in U.S. history - James K. Polk.
The great thing about Theodore Roosevelt was that he got rid of corruption in the Post Office and the Bureau of Indian Affairs, which is practically unheard of today.
Calvin Coolidge was more than just small gov (although leaving the budget smaller than he found it and paying down one-third of the national debt in 6 years is actually goated). Easily top 5. Progressive types try to dismiss him as a lazy, say-nothing, do-nothing small gov guy liable for the Great Depression (bc context and economic literacy aren’t their strong suit), but reading beyond single sentence quotes will quickly reveal a deeply grounded and conservative conception of America and Americans. It’s also worth including some context for the chief business quote: “The chief business of the American people is business…. [later in the same speech] The chief ideal of the American people is idealism.” Coolidge articulated America’s unique spirit and people in speeches and writings as well as any POTUS. His fiscal wins are remarkable, but there is far more to admire than the arithmetic.

Chester A. Arthur's civil service reforms are responsible for a lot of the problems we have today. They paved the way for Wilson, Hoover, and FDR, Eisenhauer, LBJ, etc. to build up the massive bureaucracy we have today.

My grandfather landed at Normandy on D-day. He fought the Germans. He hated FDR so much that he refused to have a Roosevelt dime in the house. He would ask for two nickels in his change instead of dimes.
