My wife and I don't budget- we track our income and spending. We use that info to meet our overall life goals. It's exhausting and silly to "assign each dollar a mission"- that's why people fail- but it's liberating to set good goals with real spending data. It works and its sustainable.

People fail because they don't take their finances or even most of their lives seriously, no plan, no thinking about it, no goals, just whatever feels good. So they fail at almost everything and live life as a consumer and whatever comes along their way.
We create a budget and try to stick to it. We first determine all the required expenses then add a little for entertainment, etc. That gives a cap that we try to stay below each month. Its not easy because its a low ceiling and we do fail at times. We just don't want to fail too bad consistently. We have a separate account for vacation travels. Any expense for that comes out of that account and we're very strict with that. If the money isn't there it can't be spent. We're working our way up to being very strict with the main budget.
Does 401k contributions count as a part of the 15 percent for investing??

I agree with you. The problem over here in Canada is tenants are not paying their rent. Landlords are losing out end up selling their real estate assets.
