Willie Brown is a piece of shit politician, con artist and liar. His hands are all over this problem. It basically started under his mayoral term and got progressively worse. He took Gavin under his wing and had Kamala under him literally and teached both of them how to grift and steal public money to enrich themselves and friends. He was basically a mob boss in San Francisco when he was the Mayor and once he became Speaker it became statewide corruption that we see today were Gavin is taking it to a new level.

I'm 79 years old and was born in San Francisco in 1947...after living away for many years I came back and lived there when I was in my 20's (during the late 60's and mid-70's). It was wonderful, kooky, thriving and relatively safe. After moving away for a number of years I came back in the late 90's to visit friends who still lived there. Needless to say, even then, it was in the early stages of obvious decay. Now, I am not a timid guy by any stretch. I was (probably still am) a "street-wise dude" that's used to the underbelly of big inner cities. Despite all that...I was completely shocked at what I saw in my beloved City by the Bay. That was 30 years ago. Today, after watching this video it brought tears to my old eyes...
