Hearing that he was selling his scooters to pay his daughter's medical bills turns this from a goofy video into pure heartbreak. There is a special place in hell for marketplace thieves like this.
The police station in my town has a section in the parking lot for online/marketplace item exchanges. It's a safe way for all involved to conduct such transactions.

Scooter companies could combat this by using a proximity key. If they drive off it just kills the motor and locks the brakes.
Simple solution. Hold the cash while they test ride. That's what I did when I sold my motorcycle. I told them to bring cash or a certified cheque if they wanted to test-drive. I gave them a receipt saying it was a refundable deposit only, but if they dropped or damaged the bike it became an nonrefundable sale. Nobody complained, and my bike sold. Zero stress.
