They do it in New York too. Try reporting a petty crime in New York and see how far it gets you.
Had a coworker get hit and run while on the highway (guy in most likely a stolen truck passed on the median and swiped him). Coworker calls the cops to report it, they said they wouldn't send a cop out to the scene because he wasn't injured and that if the guy got away they weren't going to catch them anyway. No report... no crime.
It's like the police officials in DC decided that it's not a crime if you just simply ignore it.
Violent crime is down in Chicago too, as long as you don't charge the person responsible for the death, it isn't a homicide.
