This is one of the rare times I disagree with Trump. DON'T end the senate filibuster. Democrats are the cause of the shutdown and they are being blamed for it, don't bail them out.

1) The Antideficiency Act makes it illegal for USDA officials to spend unappropriated funds 2) Courts are bound by the Appropriations Clause just like executive agencies. They cannot compel an agency to spend money that Congress has not appropriated — doing so would itself be unconstitutional. 3) The SNAP contingency reserve is not a permanent revolving fund; it is a line-item appropriation in annual or continuing resolutions. When Congress appropriates it (for example, “$3 billion shall be available for the SNAP contingency reserve”), USDA can draw upon it only within that fiscal year and only while other appropriations are valid. Any judge that thinks he/she can order the Government to spend money that Congress has not authorized or appropriated needs to be removed from the bench.
