They need to look harder at the primordial megastar theory that Kurzgesagt did a video on a few years ago. TLDR: Early megastars (stars on galactic size scales) survive their own supernova, then begin force feeding a black hole at their center untill they finally collapse, leaving the black hole and cosmic dust behind to form modern galaxies.
