Ahti was a very big character in Control, where his entire shtick is how ridiculous his conversations are - if they wrote him in any other way, it would feel lame. It would be very bizarre to hear Ahti give a straight answer to a question.

Most of Ahti's cryptic lines are actually idioms from finnish language. Joke being how convoluted it sounds if you translate those idioms to english without the cultural context 🇫🇮

Actually everthing Ahti says makes complete sense, you just cant interpret it because he's giving you answers that relates to the end-game stuff. That "seemingly" nonsense dialogue about water you joked about is actually something used in the final moments of the story. So he is giving you direct answers, we as players just can't understand them just yet.
It's not a loop; it's a spiral.
