The UK has built what are termed 'Nightingale Hospitals' specifically to build bed capacity for Covid-19. The problem is that it is one thing to build hardware infrastructure and another thing to rapidly train up enough doctors and nurses to man them. The capacity limits we are reaching is not so much about hospital capacity as it is about staffing capacity.
