In the late 90's, an acquaintance of mine wanted to develop a resort in Ukraine on the Danube Delta. He found that he could not get anywhere without being asked for bribes by officials. Fed up, he went to Russia and succeeded in developing a resort north of Moscow without ever being asked for bribes. Interesting.
