I was never in the Navy, but I did serve in the Army for over 20 years, and Admirals and Generals don't normally put out orders without the approval of a higher authority unless they are confronted with an imminent danger towards them and their men. At which time ROE (Rules of Engagement) are factored in. Only a Sec of Defense with no integrity would pass the buck and not take responsibility for their actions.
