America sends the c.i.a to Panama and Columbia via Costa Rica to buy drugs on a regular basis. I remember 2 of them were caught at a local airport with $500k. After their arrest, the local judge got a call from Washington and they were immediately released, much to the dismay of the Costa Rican community. American ex pats identified one of them as feds and both had fake passports
