We have not needed to "test" nuclear weapons for many decades because we can completely emulate what happens with nuclear reactions with computers. It would cost billions of dollars to set off a nuclear bomb in any type of safe way, and tell us nothing useful. These words of Trump only gives countries still developing nuclear weapons a blank check for doing this type of testing. The next thing you know the president will advocate using a nuclear weapon to stop hurricanes.
