RSLASH holding somebody underwater isn't water boarding. Waterboarding is when you hold a towel over somebody's mouth and pour water on it, which simulates the sensation of drowning. But water does still get through the towel and you can actually drown!
Story 2: Can we talk about the SIL ? She seems to be such a good person and her advice was spot-on.
My brother used to pull me under in pools and hold me there until I thought I was going to drown. I haven't spoken to him in over 35 years.
