RSLASH holding somebody underwater isn't water boarding. Waterboarding is when you hold a towel over somebody's mouth and pour water on it, which simulates the sensation of drowning. But water does still get through the towel and you can actually drown!

My brother used to pull me under in pools and hold me there until I thought I was going to drown. I haven't spoken to him in over 35 years.
