He says its racist to arrest black people but 75-80% of victims are black and he doesn't care about keeping them safe. So I'd call him racist.
The family of Sheridan must sue the city Chicago and the mayor and governor directly
They are worried about criminals being housed near residential neighborhoods but have no problem releasing them into the community after they've been arrested for violent crimes.
