why can't the Govenor just state that he will call a special election to start Monday unless he receives McConnell proof of life in the next 24 hours? I'm not a lawyer and don't live in KY, so am not educated on their election laws, but it seems like the Govenor should be able to do this?

They're guarding a dead body. They're lying to keep his seat....if an ambulance leaves without lights and sirens, there's no rush to get to the hospital. You don't rush a dead body to the morgue.
