They are not poor. They are lazy. Big difference.
Simple, make a law that if you are on Snap and you get caught looting, you get a lifetime ban from eligibility. They are just on hold, not stopped forever so if you are that dumb you lose it for good. This country has gone to shit, starting with the people (like the ones that would threaten to loot)
