Even if someone is considered to have been "insane" when killing a child, that person should never walk the streets anymore. Just common sense.

Imagine thinking that the solution to a murderer who is "incompetent" or "insane" is to just let them go back into society. It defies all logic.
The parole board, the judge and jury that were originally assigned this case and anyone else that may be involved in any way, need to be investigated thoroughly and fix this Injustice!
There should be a mandatory condition that if you release a murderer, if he gets arested again, the judge who released him will serve the same sentence.
If you don't have a justice system, then you no longer have a civilization.
