There is a saying I heard in Argentina: the fish starts to rot from the head. It means that corruption in a society starts with the elites, rich people, CEO's, politicians, judges, then trickles down to ordinary people. People start thinking "why shouldn't I rip off a couple of hundred if those at the top are ripping off millions?" That is how societies collapse into dysfunction and poverty. In Argentina, people know a thing or two about corruption, dysfunction and collapse. It was the richest country in the world in the 1920's.
