The plan promises to build stronger partnerships with private companies, help HBCUs compete for more federal research dollars, and prepare students for high-growth careers in fields like tech, healthcare, and finance. A new presidential advisory board will also guide the work, bringing together leaders from business, philanthropy, and education, including current HBCU presidents. However, the executive order is not committing new federal funding.
