To be fair, Phil Spencer did buy a ton of companies to do nothing with them other than own them and we're starting to see the long term effects now

I do think she’s being used as a scapegoat. Spencer dipped out to avoid making these decisions and left it to someone else who is now in an un-winnable position thanks to good ol Phil.

Game development is quickly becoming a contractor job instead of having full time employees and studios. They’ll put together teams of contracted developers, make one game, and then dissolve the team after one release.

Phil ran this ship into the ground for like 10 years and then dumped it onto Ashra as it was sinking.

My simplest, easiest guess is that they targeted the studios losing them the MOST MONEY, not the ones producing games. At the end of the day, it's all about money.

I dont blame the new CEO at all. This all falls on Spencer. Spent billions of dollars on companies that he left to dry and now she has to do the hard part and start releasing anchors.
