I think what sets Newsom apart is he is educated on the laws of our country and is saying no to Trump first rather than waiting for the courts to back him up. He seems to have a good sense of what is wrong and unfair and makes fighting that his priority rather than waiting for it to negatively affect his constituents before acting.
