It's not that I don't think he will. I just don't think he's thought through what using a tactical nuke will ultimately mean for the war. Not just that. Multiple other countries might jump in at that point, but more to the fact that if he nukes the land, the land becomes unusable and seeing how Ukraine is a bread basket for the world. This could have very global implications if that land is nuked. Also in nuking that land it makes uninhabitable for Russia as well, That is to say I don't think it is a good plan.
