Genocide doesn't require maximum possible killing. The legal definition is intent to destroy a group "in whole or in part." The Rwanda genocide killed 800,000 in 100 days. The Srebrenica massacre, legally ruled genocide, killed around 8,000. Scale alone doesn't determine the classification.
