Trump isn't refusing to negotiate because it's beneath him. He's a mob boss from NYC. Negotiating involves a skill he NEVER learned. He either takes orders or gives orders depending on where he is in the pecking order. He takes orders from Putin. He gives orders to Congress and the courts through select lieutenants.
