Maryland Senate President Bill Ferguson on Resisting Redistricting Pressure

Discover why Maryland’s Senate President Bill Ferguson argues against aggressive partisan redistricting, even amidst national Democratic pressure, citing unique state legal risks that could ultimately cost Democrats seats.

Short Summary

  • Resist the urge to gerrymander locally if specific state legal precedents make the outcome unpredictable.
  • Maryland recently faced a court invalidating its map based on state constitutional standards for partisan gerrymandering.
  • Pushing for an 8-0 map creates a direct legal challenge that risks leaving the state with a 6-2 map instead.
  • Explaining these specific local risks effectively shifts constituents away from supporting aggressive redistricting action.

Maryland Senate President Bill Ferguson explains his decision to oppose drawing an aggressive 8-0 Democratic congressional map in response to Texas’s gerrymandering push. He details how Maryland’s 2021 redistricting effort resulted in a map being thrown out by a state judge applying stringent partisan gerrymandering rules. Ferguson argues that Maryland lacks the legal "escape hatch" seen in states with independent commissions, meaning any attempt to gain seats now risks losing configuration entirely to a court-drawn map.

Description

After Lauren Egan wrote her newsletter Meet the Most Hated Democrat in America (https://www.thebulwark.com/p/meet-the-most-hated-democrat-in-america) about Maryland Senate President Bill Ferguson has become the unlikely villain of the left, he reached out and wanted to come on and explain himself. All the attention was because he won’t redraw the state’s congressional map. He argues that pushing for an 8–0 Democratic map could backfire, thanks to a 2021 court ruling that reshaped Maryland’s entire redistricting landscape. I get the impetus for caution and strategizing but I’m sorry this all just comes off as weak in the face of fascism. This moment calls for strong action and the consequences for failing to meet the moment could be dire!

Risk averse Dems earn a primary. We can't keep losing. There's just too much at stake.

I have so much respect for Ferguson. In 2008 the dem candidate beat andy harris. it could happen again- even without redistricting.

This was a helpful explainer about Maryland’s position on redistricting. Makes sense.

Whether or not one shares his conclusion I admire him coming forward to do this interview. As well as welcoming the political challenge. We need more politicians of this temperament.
