There is actually a reason Skynet doesn't do the 1700s thing. In the first movie Reese explains that most records on people and such were lost on judgement day, Skynet only knew which city Sarah lived in at the time so the original Terminator had to go through the phone book and kill anyone in the area named Sarah Connor and just hope it eventually found the right one. So we can assume records from further back are even more fragmented or just irretrivable.
