I've always interpreted Us as being about homelessness and the lower class. It's why Hands Across America is such a huge thing in the movie -- it was a massive event in the 80s to raise money/awareness for hunger and poverty, that also came with a lot of criticisms over whether such massive charity stunts were actually effective at all. Given the lifestyle and opportunities, Tethered!Addie was able to grow up and become a genuine human, the one in control of the "soul", while the Original!Addie devolved into another Tethered. It's also why they're clones -- they're Americans, they're "us". They are human beings too, but they were born down below so they don't get to count as people, they're controlled by the people up above.
