I think all emergency calling services should be free, but users should be charged if they make a call that is later proven to be frivolous or non-emergency. This would keep the system accessible to anyone who really needs it, while discouraging abuse.

There is nothing weird or meme-y about the phrase "visibly cringed." Cringe isn't some niche internet word, maybe the way it's used as a noun today is but to cringe has always been a normal word for the exact kind of situation Bloomberg described.
