It provides the funding required for people to dedicate themselves to developing and, even more importantly, since the money is conditional, it provides direction. There is nothing worse for a project than having numerous crazy people all try to pull the thing they're working on in their preferred direction. That's how you spend the next decade getting nowhere. Hector, as talented as he is, is one of those crazies.
