I don't think Josephus would have seen it since he wasn't born until 37. Also, you mentioned that the Korean and Chinese astrologers recorded events not recorded by Mesopotamians, so it's possible that events happened that we haven't found writings about. If Matthew wrote based on oral accounts relayed to him, it actually makes sense that the description of the "star" wasn't intended to stand up to 21st century physics scrutiny, but to relay an unusual event that prompted these persians to come looking.
