I'm a former officer of a large Metropolitan City. We were trained and it was drilled into US almost as much as fourth Amendment rights , to never discharge a weapon into a vehicle, always try to de-escalate situations, never commit you or any other person besides the target to a crossfire situation, never attempt to physically pull someone from a vehicle unless it was for felony. We would also have to call in for supervisor approval before we engaged in a vehicular pursuit. The rules were there and they nearly always worked. If they didn't, we had the power knowing that we did everything within the rules. We also had a very active Internal Affairs department. What ice is doing would not pass any kind of recognized accreditation.
