I think you are missing a couple customers of open weight models. Air BnB - Chesky mentioned they are using Qwen internally. And an array of other companies where the cost of renting their own GPUs and hosting these open weight Chinese models makes sense when it comes to privacy among other things. Also, Correction: Open AI models have been available on Azure GA since approx. 2023 ... not "somewhat recently" -- its been 2 years.

You missed a user group of open weight models: companies with air gapped systems. They provide local infrastructure for the company, so many can actually run those massive models. Also there is a use case for companies to create specialized models with internal datasets for certain use cases. Both of these are only possible with open weights models
