I think Cipher is being controlled by the old dude in the chamber. That's why Kate can't mind control him because he's an empty vessel. It's also the reason Marie can't see any Comound V in his blood. That's why he blends up food and drinks it. It's just to fuel the body and keep it going. That's just my theory.

He didn’t want to make Marie killing Jordan, he wanted once again to force Marie into facing what she could become by controlling her powers while using them on a person. That’s why he stopped, it’s not that hard to understand. He is playing chess with supers, he doesn’t want to kill them, he want to push them to their limits to fully embrace their own powers

Cypher is a My Hero Academia level villain, this man must be stopped
If Cypher is not a natural born sup, then he is his father's puppet. The father is a Sup and he controls his son 24/7. Furthermore, he uses him as a jumping ram to jump into other living beings, but this has limits that are tight in time. So the father can control 2 people at the same time, but he can only control the extended person for a short time. That would be the other logical theory, if Cypher actually has no V in his blood and no powers. On top of that, Kate can't read his mind. That's because Cypher has no thoughts. He is only an empty shell controlled by the father.
My theory is that the old man in the chamber is Thomas Godolkin after the fire in the lab and somehow survived
I see people get confused about this but Ryan is the only confirmed natural born superhero as in no experimentation or v was injected to him while in the womb or after being born. Homelander is confirmed to have been created in a lab, via ivf, and compound v was used on the embryo (that plus the dna used being soldier boys makes him extra powerfull) if we're believing what the show is telling us Marie was also created via ivf we dont know what they experimented with on her tho, we could assume compound v like homelander but it could be something else.
Don't think they are going to kill off two of the main actors in the show so quickly.
This is when you know Michael is being genuine, he literally identified two exact theories... one he didn't commit to, The other he assumed was absurd because that's not what "they're here for", but in actuality her medical abilities was exactly what they were here for
