It means the cult, which is usually built around shared ideology or beliefs, isn't really about the ideology and beliefs, and is actually centered around worshipping the person who convinced everyone that the cult was good and righteous. It accurately describes MAGA. They will flip their principles, norms, and deeply held beliefs on a dime based on a single sentence uttered to the media by Trump. The core tenant of the cult, the one that will never change, is consistently making shows of loyalty to and worshipping the leader. The ideology is replaced by the leader and the cult cannot survive without that leader.
