The best description of this movie that I've seen is that it's a story of a random dead NPC you'd find in a Resident Evil game.

The snowy winter setting just proves that this was his own story and was told by a studio to slap the Resident Evil name on it so it could get made
That’s just like how Happy Gilmore was set in the same world as the Mummy - just different parts of the world!!

Looks like a classic case of "hey, no one's buying this script, so let's stamp some known IP on it. People love known IP".
