"they wanted this to happen" doesn't have to mean someone recruited a person to shoot and developed a whole plan of action. it could be they looked through the list of credible threats the FBI had for the event and decided not to pursue any preventive action. that could even have happened with simple incompetence rather than malice, but at this point we all assume the evil is intentional. because so much of it is.
