If I recall, this paper has some issues in that the results are completely dependent on one specific pulsar only and if that one is removed from the dataset the entire hypothesis falls apart, and there are some questions about the measurement of that pulsar as well.

Slight error near the start where Anton says dark matter makes stars spin, he's actually referring to how fast stars on the outer edges of agalaxy orbit the galaxies centre.
