As someone diagnosed at birth with Chronic English Disease I can offer some insight into Beast Boy's accent. It sounds to me like he is attempting to encompass both an upper class and a normal London accent at the same time, seemingly under some sort of misapprehension that they're the same accent, and is on top of that failing miserably at both. He does score points for not sounding completely ear-grating or Australian though!
