Andrew with all due respect the Dominican Republic passport is not a B minus. It’s a D at best. It’s ranked as one of the worse passports in Latin America. I should know, I have it.

I think the countries in Latin America have a huge advantage due to saving a lot of money on military spending. The military, wars, 20 intelligence agencies protecting you from angry enemies etc, they cost so much more than is readily apparent. 1. direct expenses from DoD 2. expenses for veterans, including lifelong treatment 3. financing expenses due to debt incurred as a direct result of prolonged wars(since Vietnam really) 4. loss of able bodies young men that could have contributed to the country, raised a family etc The list goes on really, the interest alone on the debt as a direct result of conflicts already paid alone is in the trillions. Now compare that to a country like Costa Rica which abolished its military 70 years ago. Even witheverything else being equal they probably would need half the taxes as the US to keep going.

As a brazilian I can say, Paraguay is GREAT, Uruguay is GREAT but more expensive do live. Other than that I would look other places in Central America and the Caribbean
