This is precisely what unfolded on February 4, 1899, when the U.S. President initiated a war against the newly inaugurated Philippine Republic—without a formal declaration of war from the U.S. Congress. As the saying goes, those who do not know their history are condemned to repeat it. The human and financial cost was staggering: nearly 10,000 wounded, 5,000 American casualties, and a $400 million price tag. It took over 126,000 U.S. troops to suppress a 29-year-old President leading a force of only 20,000 soldiers with zero foreign aid or alliances. Though often downplayed as an 'insurrection,' this war lasted 14 years, until 1913. Aguinaldo wasn't just the first Asian leader to defeat a European power; he was the first to strike a major blow against U.S. Imperialism, effectively halting the doctrine of Manifest Destiny and shielding other Asian nations from similar invasions for decades. "My nation cannot remain indifferent in view of such violent and aggressive seizure of a portion of its territory by a nation which has arrogated to itself the title 'Champion of Oppressed Nations.' Thus it is that my government is disposed to open hostilities if the American troops attempt to take forcible possession. I denounce these acts before the world in order that the conscience of mankind may pronounce its infallible verdict as to who are the oppressors of nations and the oppressors of mankind.
