All I see when I hear these sort of quantum theory debates is a chronic obsession with materialism and a disregard for the conscious self.
I notice myself becoming skeptical of anything that challenges Federico’s theories. I’m not sure if it’s because I want an answer so badly, or because there’s something about the way Federico structures his explanation... it resonates so deeply that it’s hard for me to hear any doubt about it. I’d love to see a real debate between different perspectives. I don’t mind being swept up by a feeling or a story, but I’d rather stay close to the "proven" truth as well. At the same time, this might be the paradox of belief.
Consciousness is a field we tap into or harmonize with. It’s as much a part of reality as you and I.
Looking for they way our brains (or any material object) creates consciousness is like try to understand how a movie can create a screen

I'm a cognitive psycholinguist/scentist who used to do work on Quantum Chromadynamics in semi-retirement from academia working on implementing conscious cognition. To the titular question I give these multifarious answers: 1. Yes it can. 2. But not like this.
Materialism means that the Atom is a chaotic building block of itself.
Consciousness trying to figure out what it is itself, Human enlightenment literally 😂
Awareness of consciousness, on both theories, is what allows for the mind to “choose”. The perception of a reality allows for the ability of “free will” choices within that field of consciousness. In both theories the mind is the limiting factor.
We are “particle decelerators”, collapsing quantum potential into material experience. We are the boundary layer between the quantum and the cosmic, “experiencing” both at the same time (superposition). Your literal “vibe” determines how you get bounced around on this boundary layer.
