Story 1: the fact this guy went out of his way to smoke on someone else’s property, means he knew exactly what he was doing. He just didn’t think anyone would call him out on it.
Second Story: We have a saying in the US Navy, "Do NOT mess with the big three - he that cooks your food, he that orders supplies and he that controls your service records and pay." Bold of that Junior Officer to taunt the one that held his future in the palm of his hands.
