Story 1: the fact this guy went out of his way to smoke on someone else’s property, means he knew exactly what he was doing. He just didn’t think anyone would call him out on it.
Second Story: We have a saying in the US Navy, "Do NOT mess with the big three - he that cooks your food, he that orders supplies and he that controls your service records and pay." Bold of that Junior Officer to taunt the one that held his future in the palm of his hands.
Cigarette littering story. I really hope the community service was litter/trash clean up, where you just know most of it will be cigarette butts

the first story i think the wife wanted smoker to stop smoking so that was why he was going in to ops yard to hide and smoke .
Story 1: OP's pets were gaslighting him and framed the neighbor. It's true that on there own they can't smoke but working together they tried it out and became addicted. They realized OP was looking into it and decided to setup the neighbor. First the were ready by the garage smoking but one of them lured the neighbor over to get a glimpse or maybe while out the neighbor caught them however they ran before he could confirm, it's why initially he only poked his head over hoping to confirm what he previously saw. After a while the neighbor started smoking there to convince the pets that he was cool and they could trust him but OP caught him first.
first story: there was story about op being convinced his wife is shrinking his clothes, and her adamantly denying it. it turn out the cat was pulling the strings out! so i wouldn't let the kitties off the hook so fast
