Perhaps 30 years ago, I worked on timekeeping for a military system. A leap seconds file was incorporated so that this would be accounted for at the end of each year. I recall allowing +1 or +2 seconds, but don't recall whether -1 seconds was accepted. But if not, they've had time to fix that! Note that keeping many computers time synchronized within milliseconds is a non-trivial problem.
