Inside DOGE, The IRS & How to Scam the US Government - Sam Corcos
Exposing Chaos: Inside the US Government's IT Struggle and Financial Dysfunction with DOGE Insider Sam Corcos
Ex-tech CEO Sam Corcos offers a rare, ground-level look inside the Treasury Department and IRS, revealing how deeply broken procurement, personnel rules, and archaic technology hinder vital government functions, and what it takes to fight systemic inertia.
Short Summary
- Achieve structural change requires extreme top-down courage, demonstrated by removing 50 non-technical leaders at IRS IT.
- Systemic dysfunction stems from misaligned incentives related to civil service tenure and complex procurement rules (FAR).
- IT modernization fails when treated as a one-time build, requiring consistent maintenance rather than massive capital injections.
- DOGE's core mission is countering national debt and systemic inefficiency via high-leverage fixes like data integrity and procurement reform.
This discussion provides an insider's view on why fixing the US government IT infrastructure is significantly harder than standard business transformations, focusing on the counter-intuitive rules surrounding job security, contract bidding, and leadership selection that perpetuate inefficiency.

I want everyone listening to this to know that this isn’t just a problem in federal government. This is a problem from the very top to down to the city. This is a problem in every state, in every county, in every city, in every department.
This should be required watching for every US citizen.
WOW. We need thousands guys like Sam. Ordinary people know intuitively that government is not efficient, but this level of waste described, is mind blowing.I loved that he gave real examples how much is wasted and how it can be rectified. Great interview Chris.
I worked at the government for 5 year as a career civil servant, and I can corroborate that what he is saying is 1000% correct! Raised the same questions to my supervisor, and my supervisor said "Is like seeing someone steal money and feeling useless", I said, "Yes!, what are we doing about it?". Same answer as always: "we are working on it"... Sam explained it with so much professionalism and respect. Kudos to him, wish I had the same patience.
This was so refreshing! Thank you Chris for having Sam on. I've spent 20 years doing IT Modernization for Federal agencies as a contractor and to hear a Federal CIO speak this clearly to the real underlying problems gives me some hope. There are some of us that care about the mission and want to see the US government serve the public well but we are buried under a mountain of red tape, ineffective leaders, and corrupt grifters. This is what I wanted to see during Trump's first term. You can't drain the swamp without pulling the plug on the bureaucratic system underneath it.
I very much appreciate how Sam states what an acronym stands for nearly every time he mentions one. For anybody who has worked at a large company or the government the alphabet soup you hear pour out of people's mouths is maddening. This conversation was so insightful.
This man is so moderate and honest in his assessment of the situation. I really appreciate that in this era of outrage. Glad to have him helping the IRS.
He nailed it. We have people in positions that are completely incompetent running huge agencies. Awarding huge contracts. Then never auditing. Its like going through your whole life and never canceling any subscriptions.
I love that he had the top engineers together to just talk. They have never done this ever. They have to go through 8 layers of managers to talk. Good on them
