I can honestly say that I feel I've done this with my abs. I see all things physical as experiments and I'm definitely going to try this for the next year! 75 yo female experiment underway!
And when finally everybody accepted scientific fact that there is no possibility for loosing fat on target area you say there is "potentially". Oh no.
I’ve been trying to get rid of my bat wings for YEARS! Mainly, excess skin now (from weight loss). Weights on my triceps do nothing

I run laps on a Vita Course at the local park. Every time I pass the sit-up station, I do a set of 50-60 reps, typically for 240 total combined with 6-12 miles of running. I definitely see spot reductions around my midsection from this.
